从正门进入首层大厅。大厅中央高10米，四周设跑马廊。正厅前方是巨幅立式构图的陶瓷壁画，题名“白云黄鹤楼”，内容取材于驾鹤登仙的古代神话，兼取唐诗“昔人已乘黄鹤去”之意，画面正方一位仙者驾着黄鹤腾空而起，他口吹玉笛，俯视人间，似有恋恋不舍之情。黄鹤下方耸立着清代黄鹤楼的形象，高楼下，人群欲动，大有祝愿仙人、黄鹤早返人世之意，形成天上、人间互相呼应的动人场面。四周白云缭绕，背后江水滔滔。这是一幅寓意深长的佳作。大厅正中柱子上，挂着一副7米长的名联：爽气西来，云雾扫开天地撼；
大江东去，波涛洗尽古今愁。
